At least one suicide bomber blew himself up. At the same time, gunmen stormed the building and set it ablaze.
Social media footage show a plume of smoke over the electoral offices on Wednesday. There are also reports of a second attack in Tripoli on the UN offices in the city.
ISIL has claimed responsibility for the attack. Libya has been in turmoil since the fall of Muammar Gaddafi in 2011. Elections are scheduled to take place in the country this year, but there are concerns that ongoing security challenges may hamper that process.
